SharePoint site owner is the key individual that sets the information architecture of the Sharepoint environment. The site owner creates metadata, that in turn describes the site content to the end-user.
The site owner creates User Groups to help facilitate w which end-user should have to proper access to apps within the SharePoint Online site.
